House Recesses Without NDAA Vote Amid Defense Spending Updates

The House of Representatives will depart for the Fourth of July recess without passing the National Defense Authorization Act, while other legislative efforts focus on Ukraine drone cooperation and vehicle delays.

The U.S. House of Representatives is scheduled to depart for the Fourth of July recess without advancing its $1.15 trillion fiscal year 2027 National Defense Authorization Act. A procedural vote intended to move the legislation forward failed, leaving the defense authorization bill in limbo as lawmakers prepare to break for the holiday period.

In a separate development, a bipartisan group of six House members has introduced the Strategic Unmanned Systems Partnership Act. The proposed legislation aims to enhance collaboration between the United States and Ukraine regarding unmanned systems. Rep. Michael McCaul, a Republican from Texas, is among the sponsors of the bill, which seeks to facilitate co-production efforts for drone technology.

Meanwhile, concerns have been raised regarding the Joint Light Tactical Vehicle (JLTV) A2 program. House appropriators expressed serious concern over delays associated with the JLTV A2. In response to these schedule issues, the fiscal year 2027 defense spending bill includes provisions to shift funds. These financial adjustments are designed to support the Marine Corps in its effort to establish a second supplier for the vehicle.

Additionally, questions remain regarding the Department of the Air Force’s fiscal 2027 budget allocations for space-based systems. Nearly all of the procurement and research and development funding designated for the Space-Based Air Moving Target Indication (SB-AMTI) and the Space Data Network Backbone is under review. Lawmakers are examining whether the $4 billion allocated in the supplemental spending package will reduce or add to the planned funding for these systems as part of the reconciliation process.

Details regarding the specific timeline for when the NDAA might be revisited after the recess are not yet clear. Further information on the final outcome of the JLTV funding shifts and the SB-AMTI budget reconciliation is also not yet available.
