A new 67-unit mixed-income housing development adjacent to JPS Health Network opened in early 2026, pairing affordable homes with on-site wellness services and commercial space leased to the hospital.

Thrive on Crawford, a 67-unit mixed-income housing community, opened in early 2026 as the first health and housing project of its kind in Texas. Located at 1310 Crawford Street, the development sits adjacent to the main campus of JPS Health Network. The project was designed to connect residents with nearby employment opportunities and essential medical services.

Debbie Frederick, a former nurse who spent over a decade caring for her mother with Alzheimer’s, found herself in need of stable housing after suffering a stroke and heart attack that placed her on disability. Her income dropped significantly, making it difficult to secure affordable living space. Frederick discovered the development while searching online for income-based apartments late at night.

She noted that the community has provided her with stability and reduced stress regarding rent and other essential expenses.

Max Whipple, Vice President of Development at The NRP Group, stated that the design goes beyond traditional affordable housing by integrating wellness services and proximity to healthcare facilities. The majority of the units are reserved for families earning 30%, 50%, and 60% of the Area Median Income, with seven units available at market rates.

By the time of the grand opening ceremony in January, 80% of the community had already been pre-leased. Interest came from healthcare employees at the neighboring hospital and other members of the local workforce.

The complex includes 2,200 square feet of Class-A commercial space leased to JPS Health Network. Residents also have access to on-site amenities, including financial literacy programming, childcare resources, and a children’s playroom.

JPMorganChase helped finance the project through its Community Development Banking business. Cassandra Silvernail, Head of J.P. Morgan Community Development Banking for the Central Region, described the project as a landmark that provides residents with increased access to healthcare and family-centered resources.

Additional financing was provided by Berkadia, Red Stone Equity Partners, the Near Southside TIF, and the Texas Department of Housing and Community Affairs. Phillip Wiginton, North Texas Market Executive of J.P. Morgan Commercial Banking, expressed hope that the development would serve as a successful blueprint for other areas in Texas.
