Fort Worth Housing Solutions is scheduled to hold the grand opening for Babers Manor on Sept. 23. The ceremony, set for 9 a.m., will mark the completion of the latest phase in a multi-year effort to replace the former Cavile Place housing project in the Stop Six area. The new property, located at 4400 Ramey Ave., features a mix of townhomes and garden apartments.
A waitlist for the units was opened earlier this spring.
The development is named in honor of Clarence Donald Babers, a community leader. It serves as part of Phase 3 of the broader Cavile replacement initiative. Housing Solutions and its partners are constructing more than 900 units across the neighborhood to replace the 300 units from the demolished Cavile Place project. The replacement effort is being executed in six distinct phases.
Two of these phases have already opened. Cowan Place, which includes 174 senior living units at 5400 E. Rosedale St., welcomed tenants in the fall of 2023 and held its grand opening that November. The site is named for Alonzo and Sarah Cowan, early landowners in the area.
Hughes House Phase 1, consisting of 162 units at 4830 E. Rosedale St., held its grand opening in October 2025. This property, named after late Dunbar High School coach Robert Hughes, includes a fitness center, clubhouse, dog park, and 8,000 square feet of commercial space available for lease.
Construction continues on the remaining phases. Hughes House Phase 3, with 78 units, is expected to open next year and is being completed ahead of Phase 2. Hughes House Phase 2, which will include 300 units, a community pool, and a splash pad, began construction earlier this year.
