State filing names Carrier on a $500 million build-out at AllianceTexas for three manufacturing lines

The project, registered with Texas regulators as 'Project Jay - Carrier,' would rework 600,000 square feet of Alliance Westport 12, the building the city pitched to Carrier in August.

A new state construction filing puts Carrier's name on a half-billion-dollar factory project in far north Fort Worth, the same building the city offered the HVAC maker when it competed for a new plant this summer.

The project, titled "Project Jay - Carrier," is registered with the Texas Department of Licensing and Regulation's architectural barriers program at Alliance Westport 12, 1501 Distribution Drive, in the Denton County part of the city. The filing lists an estimated cost of $500 million.

What the filing describes

  • Scope. Selective demolition and upgrades to about 600,000 square feet of a 1.2-million-square-foot building that already stands, including new offices, mezzanines, stairs, an elevator, improvements to the building envelope and infrastructure for three manufacturing lines.
  • Schedule. Work is listed to start Dec. 1 and finish Sept. 1, 2027.
  • Who pays. The project is privately funded, and the filing says the tenant is providing the money.
  • Parties. The owner is Alliance Westport No. 12 Ltd., at Hillwood's Fort Worth office address. The design firm is Gray AES of Lexington, Ky.

The filing does not say how many people would work there or what the lines would make. Its status is listed as registered.

The city's August pitch

At an Aug. 25 council work session, the city's economic development staff said Fort Worth was one of four cities in the running for a $433.8 million Carrier factory, the Fort Worth Report reported. The proposed site was Alliance Westport 12, next to the Wistron plant that makes data center components.

Under the city's proposal, Carrier would invest at least $433.8 million by the end of 2028, about $36 million of it on construction and the rest on equipment, and create a minimum of 495 jobs before 2030 at an average salary of at least $75,000.

In return, the city offered a seven-year tax abatement valued at $10.9 million and a nomination for a state Texas Enterprise Zone grant estimated at $2.5 million.

Staff said competing sites in Virginia and Alabama had lower property tax rates. They told the council Carrier planned to choose a site in the third quarter, with a council vote on incentives expected Sept. 15. Staff also said the plant would be the largest single investment in Carrier's history.

Carrier, based in Palm Beach Gardens, Fla., announced in May 2025 that it would invest $1 billion in U.S. manufacturing over five years, according to the Fort Worth Report.
